2026 Spring Volleyball Information
Coaches Open House: Friday, Feb 20, 4:00pm to 6:00pm at the Gene Fullmer Recreation Center. If you can swing by and pick up your team shirts. If you are unable to attend the open house, you can stop by the center anytime after the open house and the front desk staff will give you your team shirts. This is only for Coaches.
Practices: Start Feb 25 or 26. You will select the day and time of your practice on Feb 20 at 9am. I will send put an email right away explaining how to select your practices. · Teams will receive one practice per week . Practices will be the same day and time every week. Practices will be 40 minutes long, there will be two teams per court. That means both teams will need to share the net, balls, and court. Please be courteous and coordinate your practice with the coach of the other team. When at the end of allotted practice time, teams practicing need to be off the court and immediately head out of the gym so the other teams can begin their practice.
If you have any questions during practice, please ask the building attendant or front desk. They should be able to help you. If they can’t, feel free to email Mike at mgoolsby@saltlakecounty.gov
Games: Begin Feb 28. We will have no practices and games the week of March 4 through March 7. The center will be closed this week.
Game Instructions:
High School rules will be used with modifications.
Players are here to learn, compete and have fun. To encourage this, leniency will be used with carries and double hits to promote rallies and flow of the game. Rules may be modified by the staff and program director at any point during the season.
Coaches need to use continuous substitutions. The coach can choose the position to sub in and out from, but this substitution location must be the same for the entire match. The player rotation can be changed between games, but the substitution position must remain the same.
This is a recreational league. The score will be displayed each game, but we do not keep a record of the score.
All spectators and team members not playing need to always be at least 5 feet away from the court.
The site supervisor has the final say in any controversy.

Will serve from behind the 26’ line (if needed players from each team may serve from behind the 22’ line)
Can re-serve all season
5 Point Rule: Any player who serves 5 consecutive points will be required to rotate, but the team will keep the serve.
Attack The Serve: Following a serve players from the opposing team may not block the serve or hit the ball in a spiking motion. (3rd-8th grade: any two handed hit above the shoulders will be considered an attack on the serve.)
Back Row Attack: A player in the back row may not step on or cross the 10 foot line and hit the ball if the ball height is at or above net height.
Block: Any front row player can block a the ball when the opposing team is sending the ball over the net or on their 3rd hit. If it doesn’t meet that criteria the ball cannot be blocked. A blocker may have their hands/arms cross over the net as long as they do not touch the net.
Carry: You may not make contact with the ball for an excessive amount of time. The ball must not be held, caught or thrown.
Double Hit: A player may not hit the ball 2 times consecutively.
Foot Fault: During the serve, the server cannot step on or cross the line they are serving from until the ball has been hit out of their hand.
Forfeit: There are no forfeits. If one team is short players the Site Supervisor will work with coaches, Players may be asked to play for the other team so we can have the game. If a player plays for the other team the coach can change that player so one player does not play all games for the other team.
Game/Set: A game consists of a rally to 25 points.
Line Violation: You may not step over or cross the center line (you may step on it as long as you don’t interfere with the opposing teams ability to play).
Match: Multiple games. During the season the match will consist of 2 games. 3rd game will be started as time allows, once the time for the game is over the game will stop.
Net: Any contact between a player and the net will automatically be a fault.
Out-of-Bounds: When the ball completely lands outside of the playing court, touches an antenna, the pole, the curtain or any bench personal/spectators. It is also out of bounds if the ball hits any thing above the court (basketball hoops, the ceiling) and goes over the net (if it touches anything above the court and stays on your side you can continue playing).
Replay: If there is something that causes interference or could cause injury the play will be blown dead and a replay will be given. A replay can also be called if the referee could not determine which team shall be given a point.
Reserve: If on a players first attempted serve, the ball does not make it over the net, it goes out of bounds or a foot fault occurs the server gets a reserve. If those occur on the second attempt, the opposing team will win the point and the opportunity to serve. Players may be moved closer to the net to serve if necessary.
Rotation: Continuous substitutions will take place every game. Coaches may choose which position they wish to begin their rotation (always rotate clockwise), but all teams are required to use continuous substitutions to help with equal playing time.
Simultaneous Contact: If 2 players from the same team hit the ball at the exact same time it will only count as 1 team hit and either player is allowed to make the second hit.
Substitution: No substitutions are allowed unless there is an injured player.
Team Hits: Each team has 3 hits to get the ball over the net (this number does not include a block).
Timeouts: Each team is allowed 1 time-out per game. Timeouts are 1 minute long and do not carry over.
