2019 Northern Utah Rec. Baseball Championships
LEAGUE RULES FOR 3rd/4th GRADE DIVISION:
TOURNAMENT WILL PLAY ACCORDING TO NFHS (High School) BASEBALL RULES WITH THE FOLLOWING AMENDMENTS:
1. ALL LINE UPS (WITH NAMES AND NUMBERS) NEED TO BE TURNED IN TO THE OFFICIAL SITE SCOREKEEPER 15 MINUTES BEFORE GAME TIME. Each team shall have their own team scorekeeper also who records team score and pitching logs. Please have site scorekeepers sign your pitching logs.

2. Six Innings or NO NEW INNING AFTER 90 Minutes. Official Scorekeeper Shall Announce Game Time When the Home Team Takes the Field. 10 Run Mercy Rule after 4 innings or 1 hour.

3. TEAMS SHALL BAT THEIR LINEUP AND THERE IS FREE DEFENSIVE SUBSTITUTION.

4. Pitchers are eligible to pitch in any inning, whether they were the starting pitcher, relief pitcher, etc. Any pitch thrown in an inning, is considered an inning pitched. A PITCHER MAY ONLY PITCH 12 Innings per Calendar Week. Monday-Sunday. IF A PITCHER THROWS MORE THAN 3 INNINGS IN A DAY, HE MUST REST TWO DAYS BEFORE BEING ABLE TO PITCH AGAIN. (I.E. THROWS 4 INNINGS ON MONDAY – REST TUESDAY (DAY 1) and WEDNESDAY (DAY 2) – ELIGIBLE TO PITCH ON THURSDAY.

5. Base Distance Will Be 60 Feet. Pitching Distance is 44 Feet.

6. Bats cannot be more then 2 5/8 barrel. 2 ¾ barrel bats are not allowed. No Bat Length to Weight Restrictions. If an illegal bat is used, the batter will be declared out, all runners will return to the base occupied at the time of beginning of the at-bat and the Head Coach will be ejected.

7. DROPPED THIRD STRIKE RULE DOES NOT APPLY.

8. Baserunners may not leave their occupied base until the pitch has crossed home plate. Once the pitcher has stepped on the rubber with possession of the ball, runners who leave an occupied base before the pitched ball crosses the plate, shall be called out and the pitch shall be considered a dead ball. All other runners will return to the base occupied at the time of the pitch.

9. Baserunners may advance on overthrows and passed balls, including home.

10. The offensive team will have three outs, or 7 runs, per half inning, whichever comes first. This is a “Hard” 7 runs. If a team has scored 6 runs in their inning and the next batter hits a grand slam, only 7 runs will count and the next inning will begin with the batter that hits after the batter who hit the grand slam.
The No. Utah Recreation Departments who have combined to make this tournament happen are excited about the opportunity to provide All-Star Recreation Baseball. Sportsmanship of the highest degree is expected and demanded. Criticism of
players, coaches and umpires will not be tolerated. Those engaging in negative behavior toward these individuals will be asked to leave the game site.
