2019 Northern Utah Rec. Baseball Championships 1st-2nd GRADE MACHINE PITCH DIVISION

TOURNAMENT WILL PLAY ACCORDING TO NFHS (High School) BASEBALL RULES WITH THE FOLLOWING AMENDMENTS:

1. ALL LINE UPS (WITH NAMES AND NUMBERS) NEED TO BE TURNED IN TO THE OFFICIAL SITE SCOREKEEPER 15 MINUTES BEFORE GAME TIME. Each team shall have their own team scorekeeper also who records team score.

2. Six Innings or NO NEW INNING AFTER 60 Minutes. Official Scorekeeper Shall Announce Game Time When the Home Team Takes the Field. 10 Run Mercy Rule after 5 innings or 55 Minutes.

3. TEAMS SHALL BAT THEIR LINEUP AND THERE IS FREE DEFENSIVE SUBSTITUTION

4. Base Distance Will Be 60 Feet. Pitching Machines will be set at 38 Feet and 38 MPH.

5. Bats cannot be more then 2 5/8 barrel. 2 ¾ barrel bats are not allowed. No Bat Length to Weight Restrictions. If an illegal bat is used, the batter will be declared out, all runners will return to the base occupied at the time of beginning of the at-bat and the Head Coach will be ejected.

6. TEN PLAYERS MAY PLAY ON DEFENSE WITH THE 10TH PLAYER BEING A ROVER. THE ROVER WILL PLAY IN THE OUTFIELD. OUTFIELDERS WILL PLAY AT LEAST FIFTEEN FEET BEHIND THE BASELINE. THE PLAYER PLAYING IN THE PITCHING POSITION MUST PLAY BEHIND THE UMPIRE FEEDING THE PITCHING MACHINE AND NO MORE THAN 3 FEET TO THE LEFT OR RIGHT OF THE MACHINE.

7. A. A BATTER SHALL BE DECLARED OUT AFTER FAILING TO HIT A FAIR BALL AFTER 3 swinging strikes/foul balls or 5 total pitches that are hitable. B. A BATTER IS NOT OUT ON A FOUL BALL THAT IS HIS 3RD STRIKE OR HIS 5TH PITCH. The AtBat Will Continue on Subsequent Foul Balls. The batter may foul off unlimited pitches. C. Umpires may declare “No Pitch” on pitches clearly unhittable due to pitching machine variance.

8. Batted Balls that hit the pitching machine or umpire before or after touching a defensive player will be an immediate Dead Ball. The Batter and all runners will be awarded one base.

9. Fair Batted Balls are live and runners may advance on live batted balls when the ball is hit. Once the ball is controlled by an infielder inside the baselines between 1st -2nd and 2nd-3rd bases, all runners not in contact with a base, must either retreat to base last touched or the next base. Time Out may be requested when runners have stopped advancing.

10. Bunting is not permitted. Full swings only.

11. The infield fly rule will not be in effect.

12. Baserunners may not leave their occupied base until the ball is hit by the batter.

13. An inning concludes once a team scores 7 runs. This is a “hard” seven runs, meaning only 7 runs scored that inning will count. I.E. If a team has scored 6 runs and the next batter hits a grand slam, only 7 runs will count and the team will start the next inning with the batter after the player who hit the grand slam.


The No. Utah Recreation Departments who have combined to make this tournament happen are excited about the opportunity to provide All-Star Recreation Baseball. Sportsmanship of the highest degree is expected and demanded. Criticism of players, coaches and umpires will not be tolerated. Those engaging in negative behavior toward these individuals will be asked to leave the game site.
